Ultimately football clubs in the English professional leagues are almost all private businesses (aside from the couple of Supporters Trust owned clubs), I’m not really sure how the government can unilaterally reconstitute the ownership structure of 92 private companies.1 -

The government can do what they want surely. They can pass a law saying any professional football club as an asset to the community and must have a community ownership percentage. They could change stadium licensing rules so that only part community owned clubs can play. They could refuse work permits to clubs that have no community ownership. The lists goes on and on. They already prevent protected sports from being sold to pay to view, so there's precedent for government interfering in the free market with regards to sport.1
