I was debating the Charlton penalty miss. Once a penalty is given, are you allowed to make a substitution, such that the sub takes the spot kick.
Slightly more obscure.....in a penalty shoot out, the goalkeeper breaks his hand stopping a penalty. Can the substitute keeper be used assuming that the requisite number of subs has not been used?
There must be a ref out there!

The answer to the first question is yes as between the offence and the kick being taken is considered a stoppage in play.

With the 2nd one I would imagine an outfield player would have to go in goal as you can only use the players that ended the match in a penalty shoot out.

And what if all of the replacement goalkeepers broke their hands? Presumably, the referee would have to abandon the game.0
