I'm sorry I must have missed the part where chairmen are the financial backers of the clubs they are in charge of.
HE, TN, is the money man, probably backed by the Sheikh, and the third guy is on the board alongside HE, TN to ensure they have the majority, and therefore the shadowy Sheikh has overall control6
