Unlikely Uruguay under 15s, 16s, 17s etc would know much about him as a player being based in England. Maybe its just a matter of circumstance and he simply stands a better chance with Uruguay.
He has gone on record as saying that he considers himself an Englishman. Then again, so has Simon Church.1 -

What makes you say that? Better / more established than Scott Parker was at his age. I'd just like to confirm that I will also be snubbing England in favour of Greece (I qualify through my mum).

England U21s snub Poyet would be more accurate.
If he can't get into a squad with 8 midfielders, 6 of whom are playing in the Championship, the writing is on the wall for him.

Still, he can treat it as a fresh challenge.
