A serious question about Mr Livingstone and I promise I am not on a wind up.

I was very interested by his comments about global warming and london yesterday. Is there some sort of report he is quoting from as would be interested to see it for our green campaign team at work. Spoke a lot of sense but I was just wondering whether he was hyping it up, with the CC extension just come in, or his facts are from a report or study.
