Anyone know who I can report this scam to?

The letter is headed up with:

La Primitiva INTL, LOTERIA
c/no 21 planta 2-a
28204 Madrid Spain
Tel 0034695030703

Which apparently is a known scam - SO why have they managed to contact me?

    I have reported to crime stoppers and also to Surrey police (doubt they can do anything as it is overseas)
